
The Office of General Counsel represents the University with respect to its legal concerns. Sometimes, the Office determines that the University is best served by sending a matter to "outside counsel."
The Vice President and General Counsel must provide prior approval before a matter is sent to outside attorneys.

It is essential that you notify an attorney as soon as you are served so the Office of General Counsel can timely review the matter and respond appropriately.

Send a copy of the subpoena and all material that accompanied the subpoena, such as a copy of the postmarked envelope, check for witness fee, and instructions to the Office of General Counsel. A subpoena is a judicial order requiring a person to bring records or documents in his/her possession that pertain to the matter in dispute to the court or to be produced at a specified location. A summons is notice of a lawsuit often accompanied by a complaint. An attorney will examine the material and contact you with advice.
Faculty and staff should never respond directly to the issuing/serving party of the subpoena or summons or provide documents in response to a subpoena without first giving the information to the Office of General Counsel to review.
The University self-insures some risks and has insurance coverage for others. If you are acting within the course and scope of your authorized University work activities, you are generally covered by the University’s insurance and/or self-insurance programs for work-related risks. Coverage may include workers' compensation if you are injured at work, general and/or professional liability including defense and/or indemnification if you are alleged to have made errors or negligent acts or omissions resulting in damage to others while performing official duties. Coverage does not extend to personal activities outside your authorized role, criminal acts, intentional misconduct, or other excluded conduct. State law provides that University of Wyoming employment contracts, working agreements or other documents setting forth the terms and conditions of employment are public information. However, personal information contained in a Personnel File, as defined by UW SAP 5.5-4, is confidential, unless the person to whom those records apply consents to its disclosure. Information that is part of an employee's confidential Personnel File cannot be shared without the employee's consent or if disclosure is otherwise required by law (e.g. subpoena, court action, etc.)

Except for "directory information," both state and federal law provide that student information is confidential. Students can request their directory information to be protected as well. Students may complete and submit to the Office of the Registrar a Request for Privacy (PDF) (Buckley Form). Before acting upon any request for student information contact the Registrar.
Under FERPA, most of the time, student information cannot be disclosed without specific written consent from the student. Student information should not even be shared within the University, unless the person receiving the information has a legitimate educational purpose for receiving the information.
All FERPA requests must be submitted through and the requestor must upload a FERPA Release.
The Board of Trustees is subject to the Wyoming Public Meetings Act. Unit meetings and the committees that operate within the University are not. The intent of the Wyoming Public Meetings Act is to provide public access to governmental bodies that make public policy. However, it is important to remember that any meeting minutes or transcripts are public records and may be released upon request.
No. Signature Authority has been delegated pursuant to UW Regulation 7-2: Signature Authority and UW SAP 7-2.1: Signature Authority.
Only those individuals who have been delegated authority can sign contracts, and those individuals are only allowed to sign after Office of General Counsel approves contracts for signature.
This signing authority only applies to contracts that bind the University. Signatures on other paperwork (HR, etc.) are not controlled by the signature authority regulation and presidential directive.
